Resource Recovery Facilities
Tennessee law authorizes municipalities to construct, own, operate, or participate in energy recovery and resource recovery facilities within their corporate limits or elsewhere within the county in which they are located. Municipalities also may cooperate with other local governments in the development and operation of these facilities. T.C.A. §§ 68-211-501–505; 7-58-101–110.

Contracts for resource recovery facilities and cooperative solid waste operations may not exceed 40 years. T.C.A. §§ 7-58-103–104.

Used Oil Collection Act of 1993
The Used Oil Collection Act authorizes the Tennessee Department of Environment and Conservation (TDEC), subject to available funding, to provide grants or loans to local governments to establish and operate used oil collection centers and related programs. The Act also establishes standards governing the collection, storage, transportation, and management of used oil. T.C.A. §§ 68-211-1001, et seq.
