Workshops and governing body meeting procedures in Tennessee municipalities: a report of survey findings

University of Tennessee MPPA Graduate Student Dane Morgan conducted a survey of Tennessee municipalities with the assistance of MTAS Librarian Frances Adams-O'Brien. The attached report is a section of a report originally completed for the City of Knoxville Rules of Procedure and Charter Review Task Force in May 2025. The section organizes and briefly discusses the results of the survey sent out in April 2025. 

The survey primarily asked questions pertaining to 1) rules of procedure during meetings of the governing body and 2) workshops across Tennessee municipalities (with many municipalities referring to workshops as work sessions). We received responses from 72 municipalities before the survey closed. Of these respondents, 66 completed the survey in its entirety.

Arlington Fire Department fire lieutenant assessment process report

This report outlines the specific results and findings of the assessment measures conducted for the position of Fire Lieutenant. The assessment process was developed and facilitated by University of Tennessee Municipal Technical Advisory Service (UT MTAS) Fire Management Consultant Donald Pannell along with Human Resources Consultant Peter Voss. The assessment process was held on August 18 – 19, 2022, at the Arlington Community Schools office building located at 12060 Arlington Trail in Arlington, Tennessee.

Arlington battalion chief assessment process report

At the request of the Arlington Fire Chief, MTAS developed and facilitated an assessment process for the position of Battalion Chief for the town. The assessment process was held on October 1-2, 2024, at the Arlington Community Schools District Office located at 12060 Arlington Trail in Arlington, Tennessee. IPS Administrative Specialist Bridgette Hodge assisted with facilitation. Arlington Town Administrator Catherine Durant observed the assessment process.

The assessment development process began with the construction of a set of competencies derived from the Battalion Chief job description, an in-depth job analysis, and internal stakeholder interviews. This report outlines the results and findings of the assessment measures conducted for the position of Battalion Chief.
