MTAS was asked whether a municipality could set differential tax rates in the city, reflecting different levels of municipal services.

MTAS was asked to review and revise contract between town and utility district for wastewater system operations.

A petition that the County Mayor find and declare that the public convenience and necessity require that the exclusive franchise of Claiborne Utility District, Claiborne County, Tennessee to provide wastewater service within the City of Harrogate 'City's' boundaries be modified.

As utility departments grow and increase the number of customers, operating and capital budgets and service capacities have to be increased in order to provide adequate utility service.

MTAS was asked whether the mayor, who is a medical doctor, may perform the medical examinations on applicants for city jobs and bill the city for such examinations and, whether an alderman, who is a veterinarian, may treat the city's drug dog and bill the city for such treatment.

The county may direct that wheel tax revenues be used to support the county school system, thereby allowing the county to reduce the property tax levy dedicated for school purposes. MTAS was asked about the impact of such a change on county revenues received by the school system and school maintenance of effort issues.

The Kingsport City Manager asked MTAS to look at the City's budget and to provide useful data/comparisons with cities across the state as well as suggestions for improvements. MTAS Finance Consultant Travis Bishop took the lead on this project. Goals for the project were to compare Kingsport's fiscal year ending 2022 budget with the 2022 budgets of cities who are similar in terms of size and/or function and to offer suggested areas in which there would be potential enhancements to either revenues or expenditures of the City's budget.

MTAS was asked whether the city can buy a piece of property from an alderman.

MTAS was asked to provide cases that support the proposition that municipalities are not required to competitively bid the sale of surplus real property unless there is no state law or charter provisions requiring the sale of such property in that manner.

MTAS was asked whether the contract between the Tennessee Department of Corrections and the City under which the latter provides the former's prison with water, sewer, and gas services is invalid because the state turned over the operation of the prison to a private company.
