Cost: $185 (will be invoiced to the city) Register to attend Elected Officials Academy: Municipal Foundations. This program may be delivered virtually or in-person. This program familiarizes municipal elected officials with foundational aspects of municipal governance. Topics cover foundations and structure of municipal government, charters and codes, ethics, open meetings, public records, effective meetings, and municipal finance. Virtual program: The virtual program is divided into three sessions. Completion of all three sessions is required to receive a certificate of completion. Registration in this event automatically registers users into all three sessions. This event is delivered virtually on Zoom. The virtual program is offered annually each winter.  In-person program: The in-person program may be offered in one day and provides 7.5 training hours. Participants must attend the entirety of the program to receive a certificate of completion. MTAS introduced the IMPACT Series in 2022. Presented quarterly, the IMPACT Series draws from Stephen Covey’s time management principle of prioritizing activities that are “important but not urgent” to produce long-term impact. Over the last three years, we have featured a variety of topics and speakers. In 2025, the IMPACT Series will focus on one topic over four sessions. Inspired by the work to attract Blue Oval to West Tennessee and Volkswagen to East Tennessee, the series will provide a high-level overview of the process to take a development project from concept to completion. By the end of the series, municipalities should have a better understanding of what is required to organize the resources, align the key stakeholders and attract new business to support the project’s success. The series is valuable for all municipal officials and staff especially those engaged in economic and community development. Session 2: Assessing and Analyzing Your Project June 5 | Presenter: Jamie Stitt, TN Dept. of Economic and Community Development With a clearly identified potential development project, the real work begins. This session provides a comprehensive look at the due diligence required to evaluate the viability of your project. Session 3: Developing the Business Case September 4 | Presenter:  To Be Confirmed This stage involves developing the business case for your project through comprehensive economic data from workforce statistics to quality-of-life insights like schools, housing and more to craft and communicate your messaging to effectively market your project. Session 4: Ready! Set! Recruit! December 4 | Presenter: Mark Herbison, President, Tipton County Community Development Council If you build it, will they come? To this point, you have invested a lot of time and resources in developing your project. It is imperative to proactively recruit the right business that aligns your project and your community. Interlocal agreement for shared use of emergency response reserve apparatus

Maintaining a community’s frontline and reserve fire apparatus is an important – and expensive – endeavor. As such, ISO has historically recognized a written agreement between neighboring departments to share reserve fire apparatus when it adequately described the practice in place along with any specific conditions or arrangements.

MTAS Legal Consultant Hal Boyd and Fire Management Consultant Donald Pannell drafted a sample interlocal agreement for communities who are contemplating the sharing of reserve fire apparatus to use document the arrangement and share with ISO Filed Representatives during a public protection classification evaluation to gain credit is sections 523 and 553 of the ISO Fire Suppression Rating Schedule. If used locally, this interlocal agreement should be reviewed and amended as necessary by the respective municipal attorneys and insurance providers before being enacted by the governing bodies.
