The City of Johnson City, Tennessee population (70,000) is seeking a progressive and experienced Human Resources Director to lead and direct the services and programs provided by the Human Resources Department. The City is a growing, progressive community with a solid financial base, large medical services industry, and home to a regional university. Minimum qualifications include a Bachelor's degree in Human Resources, Business Administration, or Public Administration with 7 years of progressively responsible experience in human resources and self-insured health insurance administration. Responsible for planning, organizing, directing and coordinating the personnel activities of the City's 900 FT employee workforce, including organizational training. Will also recruit and employ the City seasonal and temporary staff of 150-200 employees. Collaborates with the senior leadership team to understand the organization's goals and strategy related to staffing, recruiting, and retention. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to senior management. Responsible for the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; recognition, and morale. Excellent interpersonal and communication skills are required. Experience with Oracle Human Capital Management software would be a plus.
