A summary of drainage problems reported by citizens in certain areas of the town of Spring City. Recommendations for how to address these concerns is included, with the caution that public funds may not be used to benefit any particular private property owner.

Recommendations for maintenance/repair work that could be done to improve various streets in Tracy City. Includes a request for bids from qualified companies interested in providing services in support of the Town's streets and drainage maintenance efforts.

Johnson City City Manager Pete Peterson requested The University of Tennessee Municipal Technical Advisory Service (MTAS) to study the feasibility of combining several development related departments and divisions into a new department. Interviews were conducted with City Manager Pete Peterson and key staff. Current organizational structures for the departments listed above were reviewed. Website information for each department listed above was reviewed. Other cities in Tennessee and out-of-state were consulted.

A  resolution to request a charter amendment from the General Assembly for the town of Petersburg.

The Town of Henning was referred to the Water and Wastewater Financing Board (now the Tennessee Board of Utility Regulation). The Town received an order from the Board to have a third‐party verify that its rates are set in a manner to remedy its financial distress.  A copy of the order can be found in Exhibit 1. The Town signed a letter of agreement with Municipal Technical Advisory Service (MTAS) to perform a rate study which addresses all the requirements as set out in the order. 

MTAS management consultant Honna Rogers was asked the following questions:

1. Can the Board of Mayor and Aldermen create a Board of Appeals to bypass the Board of Zoning and Appeals? This new Board would be the Board of Mayor and Aldermen.

2. Can the Board of Mayor and Aldermen define the duties of the Board of Zoning and Appeals to restrict or expand what is already give in state law.?

MTAS legal consultant Elisha Hodge provided her opinion.

A resolution prepared for the Town of Petersburg to adopt a public property naming policy.

An update to the Capital Improvement Plan for the City of Mount Pleasant was approved by Resolution in August 2023. MTAS provided technical assistance in the preparation of the initial Capital Improvement Plan including a summary of capital projects by department and priority. as well as input in the preparation of the updated plan.

In 2023, MTAS facilitated and prepared a Strategic Plan Update for the City of Shelbyville.

Recommendations to the city of Norris regarding drainage concerns in the city, especially along Oak Road.
