Abstract: The Boyd Center for Business and Economic Research (the "Boyd Center") and the Tennessee Department of Economic and Community Development ("ECD") provide procedures in this document for cities and counties to document population changes between each federal decennial census. If certified by ECD, the population count is included in the annual Certified Population of Tennessee Incorporated Municipalities and Counties report (the "Annual Report"). This document is intended to convey general information only on special census procedures.
