Margaret Norris, municipal management consultant, joined MTAS in February 2001. From August 2017 to September 2025, she held the MTAS executive director position before returning to her previous role in October 2025. She holds a master's degree in public administration and bachelor's degrees in psychology and spanish. Prior to joining MTAS as an employee, she worked for MTAS as a graduate intern. Her other experience includes work in Chattanooga, Tennessee; Kansas City, Missouri; South Pittsburg Tennessee; and Lumberton, North Carolina.
