This study was conducted at the request of Chief Ricky Slack, Fire Chief for the South Carthage Fire Department. Information provided as a part of this study was drawn from the South Carthage’s Insurance Service Office (ISO) audit report dated July 2015. Conducted telephone interviews with South Carthage Fire Chief Ricky Slack and Smith County 911 Director Jeff Crockett. The purpose of this study is to analyze the credit the department earned on their 2015 Insurance Service Office audit, update improvements made since, and make recommendations on how to improve services even further in 2020 and beyond.

This report outlines the specific results and findings of the assessment measures conducted for the position of fire prevention officer. The assessment process was developed and facilitated by the University of Tennessee Municipal Technical Advisory Service (UT MTAS) Fire Management Consultant Donald Pannell. The assessment process was held August 9, 2023, at the La Vergne Public Library located at 5063 Murfreesboro Road in La Vergne, Tennessee.
The assessment development process began with the construction of a set of requirements derived from the fire prevention officer description and a detailed job analysis and interviews with Fire Chief Ronnie Beasley and Fire Marshal Curtis Brinkley. This process provided insight into what represents some of the major attributes and expectations of those selected to serve in the fire inspector position.
Based on the findings, the fire inspector is expected to perform fire code compliance evaluations of all occupancy types in the corporate boundaries of La Vergne. Individuals in this position will support and be responsible for technical work in the enforcement of fire and building codes and city ordinances, conduct plans reviews, support suppression operations, and provide fire prevention and life safety courses to the citizens and visitors of La Vergne. Individuals will attend training to maintain and improve knowledge and skills and create and ensure accurate reports and records. Accordingly, the ideal candidate(s) would have and be able to further develop the skills and knowledge to perform fire prevention activities, understand and administer policies and procedures effectively, communicate to internal and external customers clearly, and develop cooperative working relationships with others to accomplish the goals of the department.
