Fire station location study for the city of Union City, Tennessee

In response to a request for assistance from Union City Fire Chief Karl Ullrich, MTAS conducted a fire station location study for use in planning for the future of fire and life safety service delivery in Union City, Tennessee. MTAS reviewed the current organization and structure of the fire department and the community to provide information and potential sites for the location and operation of a new fire station to supplement the two which are already in service. Areas within the Union City Rural Fire Protection District (Appendix A) but outside of the current municipal limits and Union City urban growth planning boundary were not considered in this study. Additional reviews will be required for final site selection for the construction of a new fire station.

Paid maternity and paternity leave in selected Tennessee cities and towns

A survey was conducted to determine which cities in a selected group offer parental leave -- paid maternity/paternity and/or maternity/paternity leave -- and if employees are required to exhaust their sick leave before using the leave. The survey was sent to 34 active email address and 20 surveys were completed for a 58% response rate.

ISO Public Protection Classification review for the city of Pulaski, Tennessee

In response to a request for assistance from Pulaski Fire Chief Jamie Ayres, MTAS conducted a review of the city’s 2020 Insurance Service Office (ISO) evaluation in preparation for an anticipated Public Protection Classification review estimated to occur in the 2024 or 2025 calendar years. MTAS reviewed Pulaski’s Public Protection Classification Summary Report, prepared by ISO dated March 2020, against the current (2012/2013) edition of the ISO Fire Suppression Rating Schedule (FSRS), and reviewed the fire protection area. This report includes recommendations based upon the observations and comparisons made during the review.

Sample volunteer firefighter shift staffing policy

MTAS was asked how a fire department might receive credit from the ISO for volunteers who ride out at the fire station. Two key points to an acceptable written policy are the establishment of work shifts and receiving prior approval before working a shift. More information is provided in the attached letter.
