Job description for the position of Shift Fire Training Officer.

In response to a request for assistance from Pulaski Fire Chief Jamie Ayres, MTAS conducted a review of the city’s 2020 Insurance Service Office (ISO) evaluation in preparation for an anticipated Public Protection Classification review estimated to occur in the 2024 or 2025 calendar years. MTAS reviewed Pulaski’s Public Protection Classification Summary Report, prepared by ISO dated March 2020, against the current (2012/2013) edition of the ISO Fire Suppression Rating Schedule (FSRS), and reviewed the fire protection area. This report includes recommendations based upon the observations and comparisons made during the review.

A police department asked MTAS for guidance on how to transfer Class III weapons to a smaller, less funded police department in need of rifles. MTAS recommended several steps to ensure compliance with various federal and possibly state/local regulations.

MTAS was asked whether bid specifications can be restricted only to name brand items.

MTAS was asked how a fire department might receive credit from the ISO for volunteers who ride out at the fire station. Two key points to an acceptable written policy are the establishment of work shifts and receiving prior approval before working a shift. More information is provided in the attached letter.

MTAS was asked to evaluate costs of town crews for collection of refuse and recycling materials for the Town of Dandridge, Tennessee.

Seven Tennessee cities responded to a survey regarding property acquisition and whether or not the city has developed a Manager's Tool Box containing policies, procedures, forms or a purchasing card.

A study of legal cases which pertain to differential water and sewer rates, dealing with unpaid utility bills, and the authority to charge fire hydrant fees.

MTAS was asked whether the County can provide sewer service inside the city without the city's permission and whether the city can charge the County any kind of fees or charges to provide sewer service inside the city.
