Three sample ordinances that provide information on camouflage requirements for towers and antennas.

The city of Manchester Board of Mayor and Aldermen requested that MTAS study and provide a report on the legal and financial implications of a transfer of their school system to the Coffee county government. This study fulfills that request and provides relevant state statutes for such a transfer. Any decisions made regarding a transfer should first be thoroughly discussed with the city attorney. This report is divided into six sections: I. Basic Information -- II. Tennessee Law -- III. Referendum and Consolidation -- IV. Finance -- V. Conclusion.

The purpose of this study was to explore attitudes and beliefs toward continued or actual hiring and employment of senior citizens among 32 different cities in the state of Tennessee with a population higher than 20,000. A survey was sent out to each municipal Human Resources Director to discuss special programs targeted at recruiting retirees to the municipal workforce in their cities.

The City of Loretto requested assistance from MTAS to prepare a new updated personnel policy. John Grubbs, MTAS Human Resources Consultant, prepared a draft personnel policy for consideration and adoption by the governing body.

To properly adopt the new updated personnel policy and repeal the prior policy as well as conflicting provisions in the City’s municipal code, a draft ordinance was prepared by Chuck Downham, MTAS Municipal Management Consultant. The draft ordinance provided for the repeal of the prior personnel policy, repeal of provisions of the municipal code conflicting with the new updated personnel policy, and the adoption of the new updated personnel policy. The sample ordinance provided may be utilized by consultants in the preparation of a draft ordinance to adopt a new personnel policy.

MTAS was asked to evaluate and make recommendations for Smyrna's Community Services, which oversees the Smyrna Town Center and the Smyrna Golf Course.

Sixteen Tennessee cities responded to a request for information regarding their retiree healthcare plans and random drug testing procedures.

MTAS was asked whether the Board has to honor unauthorized raises.

The Drug Fund is a special revenue fund where revenues and expenditures must be accounted for separately from the General Fund.

MTAS was asked whether annual physicals are mandatory for police and fire personnel and about overtime pay.

MTAS evaluated the City of Gatlinburg's current water financial statements and prepared projections for revenues and expenses, modeled water rates and herein recommends changes to the city's water rates. This brief report presents:

• worksheets, charts and tables which provide more details.

MTAS depended on the information supplied by city staff to draw the conclusions presented in this report. This report considers information received through July 11, 2008.
