In response to a request for assistance from the Huntingdon Fire Chief, MTAS conducted a review of the town’s 2019 Insurance Service Office (ISO) evaluation to identify area of improvements that could help Huntingdon to maintain or improve upon its current ISO Public Protection Classification (PPC) in a future evaluation. MTAS reviewed Huntingdon’s Public Protection Classification Summary Report, prepared by ISO in October of 2019, against the current (2012/2013) edition of the ISO Fire Suppression Rating Schedule (FSRS), and reviewed the fire protection area. MTAS also reviewed current data available through Verisk’s Mitigate dashboard. This report includes recommendations based upon the observations and findings made during the review.

This memo discusses the Tennessee Governmental Tort Liability Act (TCA §§ 29-20-101 to -408). The GTLA preserves local governmental entities’ immunity from suit “except as otherwise provided.” The Act contains four parts: (I) General Provisions; (II) Removal of Immunity; (III) Claims Procedure; and (IV) Funding and Insurance.
