In response to a request for assistance from the Parsons City Recorder, MTAS conducted a review of the city’s 2020 ISO evaluation in preparation for an anticipated Public Protection Classification review estimated to occur in the 2023 or 2024 calendar years. MTAS reviewed Parson’s Public Protection Classification Summary Report, prepared by the Insurance Services Office (ISO) dated April 2020, against the current (2012/2013) edition of the ISO Fire Suppression Rating Schedule, and toured the fire protection area. This report includes recommendations based upon the observations and comparisons made during the site visit.

A legal opinion was requested of MTAS addressing whether individuals who work for the local Chamber of Commerce are legally eligible for benefits provided to employees of the city.

MTAS was asked what disposition a city can make of unclaimed, lost, or abandoned personal property in the possession of the police department, such as, but not limited to, money, bicycles, automobiles, etc.

MTAS was asked to analyze the question of the conditions under which a city can waiver or correct mistakes in a bid.

MTAS was asked to interpret a provision of the charter that turned on the use of semi-colons.

MTAS was asked about records retention and the Open Records Act as it applies to social media pages.

Thirteen municipalities across Tennessee responded to a survey about firefighter scheduling, including whether firefighters are hourly or salaried employees; what shifts they work; what FLSA work period the city/town has established for firefighters; and whether the city uses Kelly Days to control FLSA overtime.

The purpose of this policy is to provide guidance to Fire Department members to clarify the boundaries between appropriate and inappropriate use of social media by fire department personnel and to provide guidelines on the management, administration, and oversight.

This report discusses traffic calming techniques that could be implemented to alter the conditions that promote speeding on Springer Street. Techniques include stop signs, speed bumps, lane narrowing, chicanes, and bike lanes.
