This guide for procuring professional design services was created through the cooperative effort of the Qualifications Based Selection (QBS) Working Group, a group consisting of representatives from various State agencies, professional societies, and private individuals. The purpose of the QBS Working Group was to create a document outlining the process for the procurement of professional design services using Qualifications Based Selection in a manner that complies with state law and benefits both design professionals and public bodies alike.
Through five public meetings from April to December, 2018, the QBS Working Group considered its goal of providing guidance.
Working from a document created by Sharon Rollins for the Municipal Technical Advisory Service (MTAS) (an agency of the University of Tennessee Institute for Public Service that assists municipalities with technical consulting, training and field services) as a guide, the QBS Working Group adopted the attached document as its final product for the purpose of achieving its goal of providing guidance to design professionals and public bodies.
A second document is attached. This is the appendices of the QBS document which provides sample forms to used in the process of acquiring the services of design professionals.

The Kingsport City Manager asked MTAS to look at the City's budget and to provide useful data/comparisons with cities across the state as well as suggestions for improvements. MTAS Finance Consultant Travis Bishop took the lead on this project. Goals for the project were to compare Kingsport's fiscal year ending 2022 budget with the 2022 budgets of cities who are similar in terms of size and/or function and to offer suggested areas in which there would be potential enhancements to either revenues or expenditures of the City's budget.
