Abstract: In the city of New Castle, Delaware, the issue of regulation of short-term rentals was remanded to the planning commission. This presentation describes the challenges of short-term rentals to municipalities in general and the very small city of New Castle in particular. It goes on to recommend next steps in the regulation process, including a six-month moratorium on short-term rental licenses and two public interactive workshops to hold with stakeholders to be held by August 2025.
