Municipal waste disposal : second circuit post-carbone fallout

Abstract: The Second Circuit Court of Appeals held that Carbone neither strips local governments of their traditional power to assume exclusive responsibility for the collections and disposal of local garbage, nor prohibits the hiring of exclusive private contractors to provide collection services on behalf of municipal residents.
