Abstract: This article discusses how local governments can ensure that they have enough cash on hand during this uncertain period and the actions they can take to protect and rebalance the budget to adapt quickly. Five techniques are explored: Reduce personnel costs, reduce capital spending, reduce materials or contractor costs, create more advantageous inflows and outflows of cash, and get new resources.
