Abstract: The 2025 plan has eight objectives: establishing goals and strengthening reporting; increasing access to and participation in recycling; enhancing processing and end markets; diversion of organics; supporting new diversion technology; expanding and focusing education and outreach; planning for adequate and environmentally sound disposal capacity; and, developing sustainable funding sources.
