Water Superintendent
Qualifications and Job Description
- Required to have Grade II Water Distribution License
- Required to have Grade II Water Collections License
- Required to have Grade III Wastewater License
- Board of Mayor and Alderman's chief technical advisor.
- The Board is committed to trust and maintaining excellent relations.
- The Board will work with the Superintendent to establish policies and procedures to assist the Superintendent in managing personnel, construct and expand infrastructure, make needed purchases and assist the Superintendent toward organizing the enterprise for success.
- The Superintendent will be involved in assisting the Board with the managing of the System, which implies administrative duties such as planning, budgeting, policy setting, tasks associated with implementing plans, monitoring control of budget and seeing that policies are followed.
- In addition, the Superintendent will be involved in assisting on a needs basis with operating the System which refers to technical tasks such as taking qualifying tests, repairing lines, doing preventative maintenance on equipment and proper dispose of waste and testing pursuant to all legal requirements.
- The Superintendent needs a complete grasp of the financial situation of the water system and an understanding of things that affect finances. Taxpayers and rate payers have a stake in the system. It also means recognizing that expenditures to keep the system operating efficiently can save costs in the long run.
- The Superintendent must work with the Assistant Superintendent or Operator to establish and maintain quality standards. At a minimum, these standards must meet State and Federal standards. There should also be a standard of care set for the facilities and equipment. Each year, the superintendent and Assistant Superintendent or Operator should put together a "capital plan", which is geared toward anticipating operational needs in the future. Examples would be expansion of the system due to water demand or simply a prediction as to when equipment will need repairing.
- The Superintendent must stay abreast of all regulatory changes that affect the system and ensure that this is communicated effectively to all employees and the board.
- The Superintendent must have the ability to give guidance to any situation in the system. Ensure that all certifications are up to date and that all policies/practices adhere to all applicable regulations.
- The Superintendent must be familiar with TN One Call.
- The Superintendent must have basic knowledge of Cross Connection Programs
- In summary, the superintendent is responsible for bringing together money and personnel to provide a service in a manner that is legal and ethical.
