The purpose of this manual is to provide guidance to listed Phase II Tennessee stormwater program communities for selecting and implementing the best management practices (BMPs) for post-development activities. The primary users of this manual are the municipalities and counties responsible for selecting BMPs as part of their overall stormwater management program. Such users include municipal engineers, public works officials, planners and environmental specialists. In addition, consulting/design engineers and developers will find the manual useful in their work.
