Employees in this class are under general direction of the Utility Board. Work is performed in planning, organizing, and directing the overall operations of the Utilities Division and performing related work as required.
ESSENTIAL JOB FUNCTIONS
Plans, assigns, and supervises the work, maintenance, installation, and repair of electric, water or wastewater lines, meters, and all service connections.
Coordinates equipment and personnel with the specific needs of projects.
Sees that adequate material, equipment, and supplies are available.
Establishes budget and determines cost of water or wastewater line extensions.
Supervises the proper maintenance of the water and wastewater treatment plant.
Responsible for board, community and industrial relations.
Responsible for responding to all complaints on electric, water and/or wastewater problems.
Coordinates all administrative activities for the Division including the records, payrolls, and annual budget estimates.
Responsible for guiding and training others and initiating disciplinary actions.
Performs other work as assigned.

Refines existing work methods and develops new techniques, concepts, or programs within established limits or policies; assign routine work to office staff as needed.
REQUIRED KNOWLEDGE AND ABILITIES
Knowledge of the principles and aims of electric, water and wastewater administration.
Knowledge of the materials and equipment used in the maintenance and construction of electric, water and wastewater systems.
Knowledge of all legal regulations regarding employee health and safety, workers compensation, environmental protection.
Knowledge of the principles and practices of construction and maintenance supervision.
Knowledge of the operation of heavy and light equipment used in electric, water and wastewater line construction and maintenance.
Knowledge of methods and practices used in maintenance and construction of electric, water and wastewater systems.
Ability to plan, organize, assign, supervise, and inspect the work of subordinates.
Ability to work with a variety of people from a variety of agencies.
Ability to estimate amounts of materials and equipment re-quired for future electric, water and wastewater needs.
Ability to keep operational records and make reports.
Ability to interpret and work from blueprints and engineering data.
Ability to establish and maintain an effective working relationship with the public and other employees.
Any combination of training and experience equivalent to:
Graduation from a four-year college of higher learning with a degree in business or a degree in hydraulic engineering, electrical or civil engineering.
Experience in electric, water or wastewater system maintenance or construction, hydraulic engineering, or civil engineering of which some experience must have been in an increasingly responsible administrative or supervisor capacity.
Must possess a valid Tennessee Drivers License.
Should possess a Water and Wastewater Plant Operator's Certificate equal to or higher than that of the City's facilities classification.
