Job description for the position of Skilled Laborer.



The employee is responsible for performing construction maintenance tasks of a skilled nature: finishing concrete, laying brick and blocks. Duties also include operating vehicles and equipment in either a specific or a variety of maintenance, construction and/or utility tasks. Duties may also include general utility maintenance under the direct supervision of the assigned Department Head or his/her designee.
Instructions to the employee are specific; however, independent judgement is sometimes used to complete the task.


The employee will operate light duty up to heavy-duty vehicles, construction equipment, such as trowels, floats, saws, rakes, shovels, and hydraulic booms.
Work is performed outdoors and tasks are performed regardless of the weather.
The employee will be exposed to loud noise, dirt, dust, tobacco smoke, cold and rain.


Performs masonry work laying block and brick.
Builds curbs and gutters and pours concrete and finishes to a specific contour.
Repairs sidewalks.
Pours and finishes concrete for driveways, sidewalks and foundations for buildings.
Using a straight edge, smooth surface of concrete.
Cuts expansion joints.
Directs traffic around construction sites.
Must intermittently sit and stand as a result of continuously getting in and out of vehicles.
Must bend, crouch and stoop as a result of finishing concrete.
Operates a truck to transport items to and/or from specified destinations.
Cleans, maintains and services equipment and tools.
Performs additional duties or emergency duties after normal work hours when requested by supervision or designee.

Works as part of a construction crew in road repair.
Removes debris from streets, rights-of-way and City property.
May work individually on a specific task or may work on a variety of tasks involving operating a truck.
May operate moving machinery.
Loads and unloads dirt, gravel, trash, garbage, and other debris.


Knowledge of methods of laying block and brick.
Knowledge of the methods and practices of building forms for curbs and gutters.
Knowledge of the methods and practices of pouring and finishing concrete.
Knowledge of the maintenance and use of tools and equipment pertaining to concrete finishing and masonry work.
Knowledge of occupational hazards and safety precautions.
Knowledge of the materials and equipment used in general street maintenance and construction work.
Ability to build forms.
Ability to finish concrete to a specified contour.
Ability to carry out simple oral instructions.
Ability to perform heavy manual labor for extended periods under unfavorable climatic conditions.
Ability to establish and maintain an effective working relationship with other employees.


Considerable experiences as a concrete finisher.
Considerable experience as a mason.
Valid commercial operator's license issued by the State of Tennessee."
