Job description for the position of Planner II.

Characteristics of the Class

Under general direction of the Chief of Planning or the Community Development Director, assists in preparing and im plementing the Comprehensive Plan for the City. Responsibilities include consulting, administering special studies and performing concurrency evaluations. The incumbent prepares studies and reports on matters relating to land use, zoning and land development. Work is reviewed through conferences and written reports for results obtained.

Examples of Essential Functions

I. Collects and analyzes data for the purpose of preparing several different reports including land use, bond rating information and economic development and makes recommendations; maintains records of City's growth.

2. Prepares and oversees economic Development Division goals; assists in the preparation of special projects and departmental budget; prepares cost/benefit analysis for all annexations; prepares economic development/public transit contracts; assists in the Economic Development Fund budget formulation; manages City's Incubator Building.

3. Monitors the annexation of land, leases and recommendations for City-owned properties; assists in acquisition and development of all City properties; prepares bid specifications for projects.

4. Educates the public on City, County and State planning, zoning, development regulations, rules and statutes.

5. Attends various regular and special council, committee and commission meetings and makes recommendations; presents specific projects and studies; prepares minutes for the city Planning Commission meetings.

6. Administers refinements to the Public Transit Program and the City's Small Business Loan Program.

7. Maintains liaison with various agencies, department heads, and the media.

8. Provides research and support in all stages of site search, acquisition and development of land by the City; administers the housing grant programs; maintains and monitors all records and requests for payments; works with the subrecipients and monitors their records.

A. Training and Experience:

Bachelor's Degree from an accredited college or university in Planning, Urban Design or a directly related field including course work in economics; supplemented by five (5) years of comprehensive planning experience; or an equivalent combination of training and experience. Must possess a valid State of Tennessee driver's license.

B. Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of urban, environmental and regional planning with some emphasis on economics, public finance and real estate practices.

Knowledge of the laws, ordinances and codes relating to land use plans and development regulations.

Knowledge of modern research techniques and statistical methods.

Ability to prepare and present oral and written reports based on research and special studies.

Ability to communicate effectively, both orally and in writing.

Ability to establish and maintain effective working relationships with fellow employees, City officials, the general public, superiors, subordinates and outside agencies.

Ability to read and understand plats, maps and similar relevant documents.

Skill in the use of general office equipment including computer, FAX, calculator, printer and photocopier.
