JOB SUMMARY:

Under the general administrative direction of the Assistant City Manager, directs financial and operational activities of the City in Accounting, Fleet Management, Information Services, Municipal Court, Purchasing and Materiel Services, Tax, and Utility Customer Services Departments; and does related work as required.

ESSENTIAL JOB FUNCTIONS:

Plans, organizes and directs operations in areas of accounting, budget support and reporting, information services, fleet management, material services, purchasing, tax, and water revenue; Manages and evaluates subordinates, with customer service and team orientation; delegates effectively. Advises the City Manager in financial matters of the City; Establishes fiscal policies under the direction of the City Manager. Monitors policies and procedures of subordinate work groups, directing them to be revised when appropriate; Formulates and oversees the City's investment policies; Communicates courteously and effectively with all city employees, city officials, and the public. Coordinates and negotiates effectively with employees in all departments. Makes effective oral and written presentations to City Council as required. Reads difficult source documents and computer screens.

Sits and uses PC for extended periods of time. May be required to work evenings and some weekends as projects and deadlines require.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:

Bachelor of Business Administration in Accounting, Finance, or closely related field; Masters degree preferred. CPA and/or Certified Government Finance Manager preferred. Must obtain the state mandated Certified Municipal Finance Officer education and certification if exemption criteria as set forth in TCA 6-56-405 is not met.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:

Seven to ten years of progressively responsible managerial positions in public sector accounting and financial management required. Must have: effective leadership and organizational skills, outstanding oral and written communication and presentation skills, excellent analytical and problem solving skills. Must be team oriented, with ability to instill a sense of customer service and responsiveness throughout the Finance Department; ability to delegate effectively, avoiding micromanagement. Extensive knowledge required in: public sector accounting, capital budgeting, cost containment, investment management, cash control, intergovernmental cooperation, and the regulatory/legal environment of municipal organizations.
