Job description for the position of Community Planner II.
Performs intermediate professional work in the handling of a variety of assignments in the City Planning Department; does related work as required. Work is performed underthe general supervision of the City Planner.
Operate computer, copy machine, telephone, motor vehicle and related equipment. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires standing, walking, and fingering; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
Essential Functions of the Job
Provides information to developers and their engineers and planners regarding zoning and regulatory matters;
Assists the City Planner in the staffing and conducting of Planning Commission, Board of Appeals meetings and public hearings for City Council on a regular schedule;
Prepares recommendations relative to planning matters;
Researches topics such as land use, infrastructure, and economic base to help resolve planning-reialed issues;
Tabulates data relative to planning matters;
Assists in developing long range comprehensive community plans concerning development;
Identifies strategies which promote economic and community development or efficient land use consistent with community goals;
Assists in developing specialized plans to meet specific needs outlined in the long range plan;
Assists in writing a variety of ordinances and regulations relating to land use and development;
Assists City Planner in explaining specific technical/legal information;
Reviews plats, site plans, and development proposals to ensure they meet all applicable regulations;
Answers questions from the public or local officials on a variety of fundamental planning issues;
Writes narrative and graphic reports related to planning strategies and special short-range planning projects;
Assists in the resolution of development issues such as when proposals or objectives of proposals cause conflict;
Researches topics which help resolve planning issues such as land use;
Develops maps and other graphic presentations to illustrate planning concepts;
Performs related tasks as required.
Knowledge, Skills and Abilities
General knowledge of the philosophies, principles, practices and techniques of City planning as they pertain to the design and development of urban and regional areas, planning research, zoning and community renewal activities; general knowledge of community systems and related group dynamics, planning and decision making processes; general knowledge of research methodology and of standard statistical procedures; general knowledge of the City Charter and of the various ordinances, codes and regulations pertaining to planning, zoning and subdivision-general knowledge of the techniques required in the preparation of maps, charts, sketches and complex graphics; ability to present the results of research effectively in oral, written and graphic form; ability to establish and maintain effective working relationships with associates, subordinates, Municipal officials, community groups, other professionals and representatives of other agencies and members of the general public; ability to traverse rough terrain during field reviews and inspections.
Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in urban planning, public administration or related field and 2-5 years experience in the field of municipal planning.
