Job description for the position of Citizens Information Manager.
JOB TITLE: CITIZENS INFORMATION MANAGER
DEPARTMENT: 041 - CITV
Under general direction of Deputy City Manager or designee, responsible for managing the operation of Citizens Information Services, Citizens Information Television, City print media, and all cable franchise administrative duties. Manages CIS and CITV staffs, including voice mail system administrator. Supports all city departments in use of television, video and print media technologies, and cable/telecommunication franchise issues. Some evening and/or weekend work required. Does related work as required.
ESSENTIAL JOB FUNCTIONS:
Plans, organizes, directs and evaluates all aspects related to the operation of a cable television network channel/station and City newsletters, including management of staff, inventory, and resources. Analyzes and understands clients' needs to determine what kind of television program or print service may be needed. Effectively coordinates and organizes multiple projects with specific deadlines. Hires and evaluates the performance of personnel within CIS and CITV. Conducts regular staff meetings. Provides direction and guidance to staff. Proposes long-term goals, objectives, and procedures for CIS and CITV; analyzes and prepares CIS and CITV annual budget; plans and conducts capital purchases. Creates, coordinates and produces programming for CITV, including producing, directing, and shooting at various sites; and all post-production aspects of video production including research, development, writing and editing of scripts for television. Provides guidance and direction for CIS Coordinator in content and editing of City newsletters. Monitors and provides regulatory management of the cable television franchise including cable regulatory procedures; supervises and audits City/cable franchise provisions and franchise renewal. Receives and effectively handles all customer cable complaints. Supervises and enforces customer service standards with cable operators. Prepares special projects and reports for City Manager. Prepares presentations for Council on print media, television, or cable related issues, as requested. Operates personal computers. Lifts up to 50 lb. of camera equipment. Sees clearly and distinguishes colors. Shows initiative in performing job duties, works effectively without supervision.
OTHER JOB FUNCTIONS:
Supports departments through the implementation of various computer graphics uses, such as overhead transparencies, 35mm slides, and hard-copy, and uses digitizer tablets and scanners for making graphics.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:
Bachelor's degree in Broadcast or Print Journalism, Communications, Public Relations, Radio/TV, or related field. Certificates of training from technical or vocational schools in related areas preferred.
Valid State Driver's License, Class C.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Five years experience in television production. Three years experience in managing public information work group. Ability to communicate courteously and effectively with the public, co-workers, appointed and elected officials. Excellent reading and writing skills. Strong managerial and decision making abilities. Ability to effectively meet short deadlines. Knowledge of television and audio wiring designs. Knowledgeable in journalism and all aspects of television production. Ability to use television equipment under demanding physical conditions and in sites requiring good physical ability and strength.
