Job description for the position of Chief Accountant under the Utilities Department.


CHIEF ACCOUNTANT

DEFINITION

Under the general direction of the Utilities Superintendent, directs all accounting, financing, budgeting, treasury, investment and payroll functions; and other related work as required.

ESSENTIAL JOB FUNCTIONS

Trains, directs and supervises accountants and accounting staff;
Reads difficult source documents and computer screen;
Communicates affectively with intra and inter departmental personnel, department head and general public.
Discusses and advises the Utilities Superintendent and the Utilities Board on the financial status of the agency;
Formulates Finance Department budget for presentation;
Directs accountants in the preparation of the annual financial reports, journal entries, journal voucher lists, comparative income statements and depreciation schedules;
Coordinates the audit functions with the external auditors;
Compile and update annual TVA report;
Assists in preparation of annual budget;
Oversees all investment activities under guidance of Utilities Superintendent;
Directs, delegates and controls policies and procedures;
Assists subordinates in application of policies and procedures;
Coaches and evaluates subordinates.

0THER JOB FUNCTIONS

Occasionally considers different courses of action, or deviates from standard operating procedures to get the job done.
Sits and uses PC for extended periods of time.

REQUIRED KNOWLEDGE AND ABILITIES

Knowledge and proficiency in Governmental Accounting Standard Board (GASB) pronouncements, Generally Accepted Accounting Principles (GAAP), Governmental Accounting, Auditing and Financial reporting (GAAFR) and Statements of Auditing Standards (SAS).
Knowledge of Tennessee sales and tax use laws
Knowledge of utility accounting;
Ability to use various accounting software packages;
Ability to communicate policies and directives effectively;
Ability to use calculator and typewriter;
Ability to supervise the work of others;
Ability to use tact and diplomacy and maintain confidential information
Ability to maintain effective relationships with others.

RECOMMENDED QUALIFICATIONS

Any combination of training and experience equivalent to:

Bachelor Degree in Accounting or Business Administration with emphasis in Accounting.
C. P A. preferred.
Five years experience in accounting.
Three years of progressive supervisory experience in accounts payable, accounts receivable, payroll, treasury, budget and investment functions.
