JOBSUMMARY:
Under general direction of the Director of Finance, provides guidance and support for interfacing computer and manual systems to financial software; assists user groups with definition of and proposes solutions for computer and manual system needs/problems. Identifies and implements projects related to maintaining the integrity of the City’s financial information. Does related work as required.

ESSENTIAL JOB FUNCTIONS:
Provide guidance and support for interfacing computer and manual systems to financial software. Evaluate and recommend solutions for improving manual and computer information processing systems. Assist user groups in Finance and other departments (at multiple sites) with definition of and propose solutions for computer and manual system related needs and problems. Provide liaison for inter- and intra-departmental communication of needs and requirements for information systems. Assist with Utility rate and impact analysis as required. Assist with writing requests for proposals for purchases from vendors. Analyze computer hardware and software requirements for the city. Assist with training and implementation of new systems/software for users. Assist with design or forms and reporting requirements for systems. Assist with system design as appropriate. Coordinate with software vendors to resolve user problems. Communicates and coordinates courteously and effectively with other employees, the public, and officials. Reads and interprets difficult source documents and computer screens. Uses mainframe terminal and personal computer; works with Lotus 1-2-3, Excel, word processing and various financial software. Sits for extended periods of time. Some weekend and/or evening work.

OTHER JOB FUNCTIONS:
Copy and/or fax documents and forms. May need to carry, hold, lift, push and pull up to 25 pounds of computer paper, retrieve records and supplies from storage room.

REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:
Bachelor's Degree in Accounting required. Texas Class C Drivers License.

EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Requires a minimum of five years of general accounting with municipality or other governmental entity. Consulting for local government or non-profit agencies considered as suitable working experience. Must be able to do accounting and financial research. Must have good knowledge of GAAP, GASB, applicable FASB, and budget processing. Ability to perform work with a minimum of supervision. Ability to use Lotus 1-2-3, Excel, word processing, and various other financial software; Position requires effective oral and written communication skills, and ability to work effectively with others.
