Knowledgebase-Senior PlannerGeneral Definition of WorkPerforms difficult professional work assisting in the direction and coordination of activities of the Division of Planning within the Department of Development, does related work as required.Work is performed under general supervision. Supervision is exercised over subordinate professional personnel.Essential Functions1. Cooperates with other affected departments and agencies in long range planning activities.2. Plans, supervises and reviews surveys and reports on socioeconomic and physical data relating to long range planning and makes recommendations to the Director of Planning. 3. Plans and reviews surveys and reports leading to the adoption of various aspects of long range planning.4. Prepares special reports on various land use control ordinance amendments.5. Assists in representing the Town before civic and governmental agencies in explainingpolicies and programs.6. Gives technical planning advice to the Director and various town departments.7. Prepares staff reports and assists in making major presentations concerning planning and related matters before the Planning Commission, the Design Review Commission, and the Board of Zoning Appeals, the Board of Mayor and Aldermen and boards and commissions at public meetings.8. Meets with interested groups, developers, and citizens to present information related to planning studies, explain land use regulations and the plan review process. 9. Reports to the Director of Planning (and other administration officials as needed) on the status of particular projectsor planning activities. 10. Reviews the town's Code of Ordinances for applicability and responsiveness to the town's overall development goals.Other Job Functions1. Supervises the planning staff2. Assists in conducting field surveys and studies.3. Attends various meetings in the absence of the Director.4. Performs related tasks as required.Knowledge, Skills and AbilitiesThorough knowledge of the philosophies, principles and techniques of city planning as they pertain to the design and development of urban land and regional areas; thorough knowledge of community systems and related group dynamics, planning and decision making processes; thorough knowledge of the various ordinances, codes and regulation pertaining to planning, zoning and subdivision; ability to present results of research effectively in oral, written and graphic form, ability to establish and maintain effective working relationships with associates, subordinates, municipal officials, community groups, other professionals and representatives of other agencies and members of the general public. Ability to perform all essential functions.Education and ExperienceA Bachelor's Degree in Community Planning and Development, Urban Planning, Landscape Architecture, or a closely related field from an accredited college or university with major course work in urban planning; and five years experience in a municipal planning office at professional level; or a Masters Degree in Urban Planning and three years experience in a municipal planning office; or an equivalent combination of training and/or experience.Special RequirementsPossession of an appropriate valid driver's license.
