You have asked if the city can lease a garbage truck without permission from the Comptroller’s office. I contacted Kay Stegall, Finance Consultant, and she could not find anything that would require you to contact the Comptroller’s office for permission to lease, if it is a true lease. However, if you are leasing with intention to purchase at a later date then you would need to contact the Comptroller’s office because the lease in that case is essentially a payment plan, and therefore is a borrowing method, and therefore should be approved by the Comptroller.
