Text of Document: ASSISTANT CITY MANAGER
Under general administrative direction of the City Manager, responsible for the administration of the Accounting, Fleet Services, Information Services, Purchasing (including Mail and Materiel Services), Tax, and Water Customer Services Divisions of the Finance Department, and the Human Resources (including the Civic Center) Department; provides professional counsel and technical advice to the City Manager and City Council on matters relating to the operation, management, and policy and program development of these departments; does related work as required.
ESSENTIAL JOB FUNCTIONS:
Directs, coordinates and evaluates the activities of subordinate department heads and assistant department heads. Administers and provides guidance in the areas of: annual budget; project and departmental work schedules; research, preparation and presentation of technical and operational studies and recommendations. Administers contracts and finances in compliance with City and State requirements. Attends all City Council meetings. Effectively represents positions of the City to the public and media. Effectively represents the City in professional organizations and at outside activities as needed. Communicates effectively and courteously with officials, the public and other employees in person, in writing, and by telephone. Coordinates well with other department heads. Reads and analyzes difficult source documents and plans. Sits and uses computer for word processing and other applications for extended periods of time.
OTHER JOB FUNCTIONS:
Some evening and/or weekend work required.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSES:
Masters Degree in Public Administration, or closely related field.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Six years progressively responsible experience in municipal administration, with a demonstrated ability to effectively coordinate and negotiate with elected and appointed officials and the general public. Skill in public speaking. Proficiency in computer applications.
