Re: Creation of Metropolitan Government
Dear Mrs. Odom:
You have indicated that there is an effort underway in Cannon County to initiate a metropolitan government, and have asked what the Town of Woodbury’s role would be in such a proposed consolidation.
As provided in Tennessee Code Annotated 7-2-101, the first step in a consolidation is the creation of a metropolitan government charter commission by one of the following ways:
1. Adoption of a consolidation resolution by the county commission and by adoption of a substantially similar resolution by the governing body of the principle city (Woodbury) in the county. [Note: If the Town of Woodbury fails to adopt this resolution, the consolidation cannot proceed by this method].
2. By private act of the legislature.
3. A petition signed by qualified voters of the county, equal to at least 10% of the number of votes cast in the county for governor in the last gubernatorial election. [Note: Theoretically, 10% of county voters who live outside the city limits of the Town of Woodbury could force a referendum on the question of consolidation. My advice is to assume that 10% of the voters will sign the petition].
