Sorry for the delay in responding to your inquiry. I was a bit confused by your request for benchmarking data dealing with codes of conduct. Benchmarking to me means statistics and data and neither our Police Consultant nor Fire Consultant are familiar with that type of available data.
Dennis Wolf, MTAS Fire Consultant offered the attached SOP dealing with conduct issues. Also, here is a link to the City of Columbia Administrative Procedures involving general rules for Fire officers -
