Let me start by saying that the I-9 forms are required by both state and federal law.  You are required to have new employees complete the I-9 within 3 days or their employment is terminated.  You must document that the individual has the appropriate documentation to establish identity and eligibility to work.  Here is a link to the United States Citizenship and Immigration Service (USCIS) website:
