Text of Document: JOB SUMMARY:
Under general direction of Fiscal Services Manager, prepares all City financial reports, implementing generally accepted accounting principals (GAAP), governmental accounting standards board (GASB) and financial accounting standards board (FASB) pronouncements and standards. Coordinates the preparation of annual financial statements. Supervises revenue, expenditure, encumbrance, and journal entries. Performs cash management, grants, and treasury functions. Reconciles asset and liability accounts. Supervise staff. Records fixed assets. Manages section in the absence of Fiscal Services Manager. Does related work as required.
ESSENTIAL JOB FUNCTIONS:
Prepares monthly, quarterly and annual financial reports in compliance with current GAAP, GASB and applicable FASB standards and pronouncements, including scheduling staff, obtain statistical data from various sources, working with auditors, and preparing confirmation letters, audit workpapers, financial statements, and annual single audit. Manages clerical staff activities, assists subordinates in application of policies and procedures; coaches, trains and evaluates subordinates. Maintains appropriate funds, charts of accounts, and accounting systems for the financial activities of the City; assists users in resolving problems on the various accounting systems. Performs cash management functions, monitors daily cash flow, and invests idle funds for the City. Prepares all grant financial statements, cash requests, and required reports for regulatory agencies. Communicates and coordinates courteously and effectively with other employees, outside agencies and auditors, the public, and officials. Reads and interprets difficult source documents and computer screens. Uses mainframe terminal and personal computer; works with
Excel, word processing and various financial software; uses 10 key calculator by touch. Sits for extended periods of time.
OTHER JOB FUNCTIONS:
Some weekend and/or evening work. May need to carry, hold, lift, push and pull up to 35 pounds of computer paper, retrieve records and supplies from storage room.
REQUIRED EDUCATION, DEGREES, CERTIFICATES, AND/OR LICENSE:
Bachelor's Degree in Accounting; CPA preferred.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
Requires a minimum of five years of general accounting with municipality or other governmental entity, including at least one year of supervisory experience. Auditing local government or non-profit agencies considered as suitable working experience. A minimum of two years of cash management duties is preferred. Must be able to do accounting and financial research; perform internal control audits. Must have good knowledge of GAAP, GASB, GAAS, applicable FASB, GAAFR, CAFR, Statement of Auditing Standards (SAS), and budget processing. Ability to perform work with a minimum of supervision. Ability to use Lotus 1-2-3, Excel, word processing, and various other financial software; 10 key calculator by touch. Position requires effective oral and written communication skills, and ability to work effectively with others.
