Re: State Street Aid Fund
Dear Mr. Fuller
Mr. James Childress recently asked if State Street Aid Funds could be used to take water samples at stormwater system outfalls. Based upon my research and interpretation of the State Street Aid regulations, it is my opinion that State Street Aid Funds cannot legally be used to pay for such stormwater sampling.
The funds can be used to address a stormwater problem that is directly impacting a city street. Sampling required under stormwater regulations has to do with pollution of the water, not the destruction of a street. Therefore such sampling is not an eligible expenditure.
