DEFINITION

This position is under the direct supervision of the Assistant Chief of Police. The employee is responsible for supervision of the Detective, Patrol, Communications and Records Divisions of the Department. The employee is responsible for the maintenance and management of the in-house IBM Computer system. The employee becomes Chief in absence of the Assistant Chief and the Chief of Police. The employee is expected to perform his or her duties according to state laws, city ordinances and the policies and procedures of the police department. Instructions to the employee are somewhat general, but many aspects of the work follow standardized guidelines. However, the employee may be required to use independent judgement in order to complete tasks.

EQUIPMENT / JOB LOCATION

The employee will operate a variety of equipment including firearms, stun guns, transcribing equipment, computer, 10 key calculator, cameras, tv/vcr and other audio and video equipment, radio and E911 communications equipment, police vehicles, radar, and fingerprinting and emergency equipment.
The demands of this position can be stressful both mentally and physically.
The employee may be required to run, jump, bend, climb, crawl, squat, lift and carry heavy objects.
The employee will work both indoors and outdoors with the possibility of being exposed to adverse weather conditions and hazardous or extremely dangerous situations.

ESSENTIAL FUNCTIONS OF THE JOB

Supervises the Detective, Patrol, Communications and Records Divisions of the Department.
Reviews all officers' written reports for accuracy and clarity and classifies reports for input for Uniform Crime Report.
Determines cases to be assigned to the Detective Division through review of content and solvability factors in the officers' reports.
Maintains and manages the in-house IBM Computer system and the E-911 CAD system including maintenance and continuous update of the databases and files back-up.
Generates monthly activity reports from computer system for review by the Chief and Assistant Chief to enhance the efficiency and effectiveness of the department.
Reviews all investigative reports to decide final disposition or re-classification of case.
Generates form-type letters to those victims of cases where all available leads have been exhausted to inform them of the inactive status of their case and prompt them to report any new information they may have which could re-open the case.
Acts as Chief in absence of the Assistant Chief and the Chief of Police.
Establishes good working relationships with other employees, other departments, other public safety agencies, the City Commission and the public.
Assists the Chief of Police and the Assistant Chief of Police with problems that arise on a daily basis and gathers information they may need to make effective decisions.
Accepts, secures, maintains and accounts for contraband and evidence confiscated by department personnel, maintains a computer record and assures protection of the chain of custody.
Receives and returns calls from the general public, other departments, other personnel regarding requests for information or services.
Advises shift supervisors and other officers of trouble spots, potentially dangerous situations or unusual trends that could develop or that need monitoring.

ADDITIONAL EXAMPLES OF WORK PERFORMED

Designs and compiles customized reports and menus on the computer system to gain full use of all data entered and to analyze the resulting output to identify patterns in local crime for better utilization of department's resources.
Responds to dispatched calls as required.
Cooperates with individuals from the county, state, federal, and other jurisdictions, in order to achieve common goals.
Assists the Chief of Police and the Assistant Police Chief in performing formal and in-service training programs for departmental personnel.
Performs related work as required.

REQUIRED KNOWLEDGE AND ABILITIES

Knowledge of the principles and practices of modern police organization, operations, supervision and administration.
Knowledge of the practices, methods and equipment used in crime investigations and the identification and preservation of physical evidence.
Knowledge in maintaining and managing mid-range computer systems, including E911 Computer Aid Dispatching systems and their software, database files, etc.
Knowledge of the use and computerization of police records and their application to police administration and solution of police problems.
Knowledge of firearms, batons, stun guns and other defensive equipment and measures to provide personal safety and safety to others.
Knowledge of modern supervisory practices and procedures.
Knowledge of the geographic area of the City.
Knowledge of City ordinances, state and federal laws, and Supreme Court rulings that affect law enforcement.
Ability to establish and maintain effective working relationships with other city officials, county, state and federal authorities, civic leaders and the public. Public contact is frequent.
Ability to maintain a high level of discipline and morale.
Ability to prepare and effectively present oral and written information relating to the activities of the department.
Ability to design, coordinate and implement training programs.
Ability to qualify for use of firearms and other defensive equipment.
Ability to operate all law enforcement equipment required in the performance of required duties.
Ability to tolerate high levels of stress an to react quickly and calmly in emergency situations and to determine the proper course of action.
Ability to explain and interpret pertinent provisions of laws, ordinances and regulations.

QUALIFICATIONS

Graduation from an accredited high school or equivalent, preferably graduation from a college or university with major course experience in police administration or related field.
Must have computer training and one (1) year experience in maintaining and managing mid-range computer systems.
Must possess a valid Tennessee driver's license.
Must have three (3) years experience in law enforcement administration and/or supervision.
Must not have been convicted of a felony or a serious misdemeanor involving Moral Turpitude as the term is defined by law, and not to have been released or discharged under any other than Honorable conditions from any of the Armed Forces of the U.S
Must pass a medical examination by licensed physician.
Must be free of all apparent mental disorders as described in the Diagnosis and Statistical Manual of Mental Disorders Third Edition (DSM-11) of the American Psychiatric Association and must be certified as meeting the criteria by a qualified professional in Psychiatric and Psychological fields.
Must be POST approved with a satisfactory score in all fields, including firearms qualifications, physical education, and defensive technique.
