Text of Document: ACCOUNTING SUPERVISOR
DEFINITION
This position is under the administrative direction of the City Clerk / Coordinator. Responsibilities include immediate supervision and/or the performance of highly responsible tasks in keeping financial accounts and records of the Town. Work involves the application of basic governmental accounting principles, state and federal reporting requirements and practices within the limits of policies and procedures established by the Town. Instructions to the employee are general and the employee must routinely use independent judgement when performing tasks.
EQUIPMENT / JOB LOCATION
· The employee will operate a computer, typewriter, fax machine, ten key calculator, copier and other modern office equipment.
· The employee typically works indoors in an office environment and may be exposed to tobacco smoke.
· The employee may be required to lift objects weighing no more than 25 pounds.
ESSENTIAL FUNCTIONS OF THE JOB
· Maintains general accounts according to established governmental accounting principles, including cash books, investments, voucher registers, general ledgers and general journals.
· Supervises the work of professional and clerical employees engaged in accounting function.
· Responsible for reconciliation of general ledger, bank reconciliations and verification of cash receipts.
· Reviews and audits voucher requests, purchase orders, budget for proper documentation, use of forms and procedures and verifies use of proper accounting procedures.
· Prepares monthly and special finance and accounting statements and reports, on request, for staff and council, including, but not limited to, investments, insurance, utilities, budget, bank accounts, investments, etc.
· Preparation and posting of adjusting journal entries to ledgers along with closing entries and other preparation and assistance required for annual and/or special audits.
· Files required state and federal tax reports, including, but not limited to, sales tax, gross receipts tax, mixing bar tax, FICA, employment security tax, etc.
· Maintains department files on travel expenditures, assures documentation is attached and proper forms filed.
· Supervises the accounting for accounts payable, accounts receivable and payroll.
· Prepares insurance reports to generate payment transfer of funds from one benefit account to another and prepares financial report for the Insurance Committee.
ADDITIONAL EXAMPLES OF WORK PERFORMED
· Performs general clerical duties incidental to the operation of the accounting department.
· Prepares financial statements and reports for council meetings.
· Performs related work as required.
REQUIRED KNOWLEDGE AND ABILITIES
· Knowledge of general and governmental accounting theory and practices.
· Knowledge of applicable laws, regulations, and procedures governing financial transactions.
· Knowledge of methods of generating and presenting accounting and financial reports, estimates and statements.
· Knowledge of principles and procedures of financial auditing.
· Knowledge of modern office practices, procedures, and equipment.
· Knowledge of computer accounting methods, data processing practices and procedures.
· Ability to operate a computer and standard office equipment.
· Ability to exercise good judgement in evaluating situations and making decisions.
· Ability to direct the flow of a considerable volume of detailed work.
· Ability to establish and maintain effective working relationships with other employees and the general public.
· Ability to apply accounting principles and methods to a wide variety of accounting problems.
QUALIFICATIONS
· Graduation from a four-year college or university with major course work in accounting, business administration or finance, including or supplemented by a minimum of 12 semester hours in accounting.
· At least 4 years of progressively responsible experience in professional accounting, including some supervisory experience.
· Significant experience with computerized accounting systems and governmental accounting experience desired.
· Must have the ability to be bonded. |
